Too short a barb length is hard to fix, but too long is not much of a problem. Just wrap it so the barbs extend the length you want, then tie them off at the appropriate location. After than, the portion from tie off to rachis can be removed. Or, you can peel the barbs off the rachis, leaving them attached to each other by only that fine remainder of the rachis. Then wrap them at the length you wish. Of course, the ideal would be to have just the right feather....but these options are likely better looking than a traditional one; scissoring the feathers to length.
